Lead report submitted

October 31, 2015

The Government’s task force investigating the cause of excessive lead in drinking water in public rental housing estates submitted its final investigation report today.

It concluded that excess lead in drinking water in Kai Ching Estate and Kwai Luen Estate Phase 2 was caused by the use of leaded solder materials in the solder joints.

The task force said the incidents showed inadequate awareness on the use of leaded solder materials and its consequences on drinking water quality.

It made recommendations to prevent the use of leaded solder materials and non-conforming pipes and fittings.

It recommended the Water Authority explore the use of pipe materials free from the risk of misuse of leaded solder joints in plumbing works, and to review related legislation.

It also recommended the Housing Authority consider the adoption of central procurement for solder materials.

Secretary for Development Paul Chan said the Government welcomes the findings and will follow up on the recommendations.
