Secretary for Justice Rimsky Yuen has called for rational dialogue by all sectors of the community as constitutional development has reached a crucial juncture.
Speaking to reporters today after being on a radio programme, he said the Government is considering the views gathered in the second phase of the public consultation on constitutional reform before submitting a proposal to the Legislative Council.
He said time is running out and he hopes people engage in rational dialogue and do not engage in political gestures that have a negative impact.
On the suggestion by the University of Hong Kong’s Robert Chung to have a poll of all Hong Kong people on the proposal, he said there is not only no legal basis for a ‘referendum’, but also there is little chance for it to be agreed upon by the different political camps.
