Beijing sincere on universal suffrage

March 06, 2015

The Central Government is sincere in implementing universal suffrage of the Chief Executive.

Relaying the comments of National People's Congress Standing Committee Chairman Zhang Dejiang today, Chief Executive CY Leung said the Central Government will promote universal suffrage in accordance with Basic Law and the NPCSC’s August 31 decision.

He said Hong Kong people must realise this is a key step and a historic opportunity, and restarting political reform or withdrawing the NPCSC’s decision is impossible.

Mr Leung said the Government of the Hong Kong Special Administrative Region will continue to garner legislative support for the political reform proposal, and strive to implement universal suffrage in 2017.

If the legislature fails to pass the reform package, the 2017 Chief Executive will be elected by the Election Committee, while the election method afterwards will be determined in accordance with Annex I of the Basic Law, he added.
