Chief Secretary Carrie Lam says the Government will promote the political reform package until the last minute, although it is not optimistic the Legislative Council will pass it.
Attending an exchange session held by the Commission on Youth today, Mrs Lam said it is her constitutional responsibility to push the issue forward.
She said the Government understands constitutional development is a contentious issue, and that different groups and people have different views on the topic.
However, taking a step forward will lead to the advancement of the political system, the economy and people's livelihoods, she said.
