Secretary for Constitutional & Mainland Affairs Raymond Tam says it is constructive to take constitutional reform forward by focusing discussions on concrete proposals.
Speaking to reporters today after a breakfast meeting at the Central Government Offices, he said he hopes that such enriched discussions on constitutional development will narrow differences between different groups.
