CS: Discussion on proposals welcome

(January 26, 2014)

Chief Secretary Carrie Lam says she will not comment on whether certain proposals on constitutional development comply with the Basic Law, to leave room for society to discuss the issue.

Speaking at a consultation forum put on by a student organisation today, Mrs Lam said the view on civil nomination is still a matter of public discussion, and as such she will refrain from commenting on the legality of the idea.

However, she pointed out proposals being discussed must comply with the law to be accepted, and must not turn a blind eye to Hong Kong's constitutional framework, adding the Government will make an assessment on the legality of such proposals in the end.

She also said the nomination committee's composition must comply with the principle of balanced participation, to ensure different sectors are represented.
