No civil nomination in Basic Law: CE

April 04, 2015

During the Basic Law drafting process there was no discussion on the idea of civil nomination, Chief Executive CY Leung has said.

Speaking at a seminar to celebrate the 25th anniversary of the Basic Law’s promulgation today, Mr Leung listed out five options put forward for the Chief Executive election, which did not include civil nomination.

He noted that when the Basic Law was being drafted, it was generally accepted that Chief Executive candidates would be nominated by a committee, then elected by universal suffrage.

Mr Leung urged people to understand the Basic Law’s historical background and support the reform proposals.
