The second round of political reform consultation should examine the possibility of people casting blank votes in the Chief Executive election.
Speaking to the media today, Secretary for Justice Rimsky Yuen discussed a proposal which would allow people to reject Chief Executive candidates put forward by the nominating committee if more than half the voters cast blank ballots.
Mr Yuen said the consultation should study what constitutes a blank vote, such as whether there be a “none of the candidates” option on the ballot.
Consideration should also be given to how other elections in Hong Kong handle blank votes.
He said the Government will ensure any proposal is legal, and politically and operationally feasible, before tabling it for society to discuss.
The next round of consultation can examine whether to lower the nomination barrier to allow more candidates to be considered by the nominating committee, he added.
