The Government maintains an open attitude towards the constitutional reform consultation, although it must clarify and explain points of law when appropriate, Chief Secretary Carrie Lam says.
Speaking to reporters today, Mrs Lam said a legal foundation is the reform’s main consideration, and there are also political and practical considerations for proposals. As the Basic Law and National People's Congress Standing Committee decisions are involved, the community expects the Government to clarify and explain points of law when appropriate, she said.
The Secretary for Justice's clarification on the nominating committee according to Basic Law Article 45 does not amount to rejecting or commenting on any proposal, she said. The Government encourages people to express other views, especially those from the legal sector, as these exchanges will help with the consultation work, she added.
Mrs Lam also noted measures introduced in the Policy Address on poverty alleviation, elderly care and support for the disadvantaged were generally well received, and said details will be worked out when the measures are implemented.
