Reform discussion 'wide'

December 14, 2013

There is wide room for putting forward proposals in the constitutional reform consultation document,Secretary for Constitutional & Mainland Affairs Raymond Tam says.

Speaking to the media after attending a radio programme today, Mr Tam said the document provides the essence of the constitutional and legal framework for future discussions and proposals.

He said the Hong Kong Government has a duty to submit a legal and constitutional legislative proposal to the Legislative Council.

Mr Tam said it is necessary for the Government to specify the constitutional and legal framework for the community to put forward their proposals.

“If we can all come together on the common constitutional and legal framework, the room for putting forward proposals is very large actually.

"There are so many options that could be considered on the basis of the existing constitutional and legal framework. So, I won't describe that as restrictive. I would say that actually provides quite a good common basis for people to express their opinion,” he said.
