Purpose

To advise the Boilers and Pressure Vessels Authority (BPVA) who is concurrently the Commissioner for Labour on matters pertaining to the proper administration of the Boilers and Pressure Vessels Ordinance (BPVO) and the effective control of pressure equipment.

Terms of Reference

To advise the Authority on the following matters:

  1. Standards and Specifications
    to examine various national standards and codes of practice with a view to recommending their recognition in Hong Kong;
  2. Appointed Examiners
    1. to advise the BPVA on the qualifications and requirements of Appointed Examiners;
    2. to recommend to the BPVA suspension or revocation of Appointed Examiners;
  3. Recognised Inspection Bodies
    1. to recommend the criteria for approval and recognition of independent inspection bodies operating in Hong Kong under the BPVO;
    2. to examine applications for approval as a recognised inspection body and to advise the BPVA for its approval or rejection;
  4. Quality Assurance and Safety Standards
    1. to advise the BPVA on measures relating to manufacture, operation and maintenance of pressure equipment for quality assurance and operational safety;
    2. to examine draft codes of practice before recommending to the BPVA for approval;
  5. Promotion and Training
    1. to advise the BPVA generally on the promotion of the safe use of pressure equipment and on the training of competent persons;
  6. Legislation
    1. to advise the BPVA on proposed amendments to the BPVO and its subsidiary regulations with a view to improving the effectiveness of control of pressure equipment.
