Prof Wang Zhenmin from the Tsinghua University’s Law School delivers a talk on the National Security Law to more than 120 senior civil servants via video conferencing.
Secretary for the Civil Service Patrick Nip, together with about 120 senior civil servants, attended a national security seminar today.
The forum, organised by the Civil Service Bureau, was held at the Central Government Offices, ahead of the first anniversary of the promulgation and implementation of the National Security Law.
Prof Wang Zhenmin from the Tsinghua University's Law School delivered a talk on the National Security Law via video conferencing.
He also shared his views on the implementation of the National Security Law in the past year and in the future.
The attendants included permanent secretaries, heads of departments, the bureau’s directorate officers and those from the Training Officer Grade.
Speaking at the seminar, Mr Nip said the civil service is the backbone of the Hong Kong Special Administrative Region Government, and constitutes an important component of the Hong Kong SAR’s political structure.
"Civil servants should have a good grasp of the legislative purpose and main content of the National Security Law, especially in areas related to the work of their departments."
They should enhance their sensitivity and be devoted to implementing the National Security Law so as to effectively prevent, suppress and impose punishment for any act or activity endangering national security, and to fully act in accordance with the Hong Kong SAR Government in discharging its duty of safeguarding national security, Mr Nip added.
